गणतंत्र दिवस की हार्दिक शुभकामनाएं। जो आज के दिन को समझते है, वे इसे महज छुट्टी के तौर पर नहीं देखते। टीवी के माध्यम से आज का दिन एक तरह का भुला बिसरा गीत सरीखा है। जिन्होने भी आज सुबह इंडिया गेट पर प्रधानमंत्री का अमर जवानों को श्रद्धांजलि और बाद में राजपथ पर राष्ट्रपति और उपराष्ट्रपति की अगवाई में सेना और झांकियों की छटा देखी होगी, वे लोकतंत्र की गरिमा को समझने से वाकिफ हो पाएं होंगे। दूरदर्शन की महत्ता शायद आज जैसे दिनों में ज्यादा समझी जा सकती है। सुबह पहले रिनी खन्ना और फिर सेना के कई अधिकारियों की आवाज में देश का गरिमागान भाता है। निजी चैनलों पर केवल लोगो और स्क्रीन पर तिरंगा फहराने की प्रथा से कई गुना आगे जाते हुए दूरदर्शन आज के दिन, लोकतंत्र की गाथा, अमर जवानों का साहस, सेनाओं की सलामी और तरह तरह की जानकारियों को देकर पूरे सजीव प्रसारण को लुभावना और कशिश वाला बनाता है। हमारे देश में राष्ट्रभक्ति से जुड़े गीत भी अब दिनों के लिए बजने लगे है। वो बजते है, तो मन में कुछ सुरसुराहट होती है। अच्छा लगता है।
दूरदर्शन की सजीव प्रस्तुति को सारे समाचार चैनल दिखाकर जिस मानस को संतुष्ट करना अपना कर्तव्य समझते है, उसी को रोजाना देश के हित से अलग बहलाकर वे भले ही भला न कर रहें हो, लेकिन कभी कभी सभी चैनलों पर एक ही दृश्य का चलना एक माला के मोती जैसा अहसास देता है।
संविधान को देश ने आज से ५९ साल पहले अपनाया था। और उसमें अभी तक सौ के करीब बदलाव किए गए। जनता को शायद पंचायती राज से जुड़ा संविधान में बदलाव तो याद होगा। लेकिन बहुत से ऐसे बदलाव जारी है, जो अब पता नहीं चलते। ये जानना जरूरी है और जरूरत भी।
टीवी पर तोपों की सलामी, तिरंगे का फहराना, सेनाओं की कदमताल, सैनिकों का गरजना और आकाश से फूल बरसाते विमानों के नजारे अपने लोकतंत्र में फैले हर रंग की बयां करते है। शायद कंटेंटविहीन कलरबार की तरह। लेकिन, इसके बाद जो भी टीवी पर आता है, वो जनमानस को तभी भाता है जब उसमें लोकतंत्र की गरिमा और सूचना के ताकत का अहसास हो। ये भले ही कोरी कल्पना हो, लेकिन आप तभी तक इंसान है, जब आप अपने मूल्यों, कर्तव्यों और अधिकारों से लैस है।

A Journey to Social Responsibility.
Happy New Year 2008. 'MediaYug' got this article to start its dedication to show the path of social responsibility in media content. We always think about a media who, show interest in news. Though the definition of "man bites dog" is totally narrated in presentaion these days. But the erosion of values and change of ethics damage the intellectual development and the moral of society. So lets start our journey to good from the present status.....
Indian Media: Growing Absence of News

DO Indians really want a free media? Do they see media as the conscience keeper of the country’s democracy? If we journalists think we know the answers, we better stop and think.
A recent BBC World Service poll on press freedom says the world opinion is divided on the issue. When it comes to India, the poll results are baffling. Fifty-six per cent of the respondents in 14 countries think freedom of the press is “very important to ensure a free society.” Forty per cent (mostly from India) believe that social harmony and peace are more highly valued “even if it means controlling what is reported for the greater good.”
In India, 72 per cent of the respondents say the press is free (the universal percentage is 56). However, only 41 per cent back press freedom, while social harmony is a higher objective for 48 per cent. Sixty-four per cent feel news is reported accurately in the private media; 57 per cent insist that media owners’ views get reflected in the news reported; 55 per cent want to have a say in what gets reported as news.
This means nearly half the Indians surveyed in the poll agree that press in India is free and that the private media reportage is largely accurate. In the same breath they say that media owners influence news and that the people should also have a say on what is news. Then comes the flip. This nearly-half of the surveyed Indians also say social harmony figures higher as a priority than a free press and it is fine to regulate the press if it ensures the harmony.
What to make of thAis? Is there a lurking feeling of disenchantment with the media? Our media has its own share of sting exposes and aspirational stories, but if it is popular, it is largely so because of the emphasis on stories related to crime, cinema and cricket. Some of us say traditional journalism practiced is dead; that we have lost our sting; that we no longer make corrupt or ineffective governments quiver; that we no longer stand up for the poor; that we have turned into infotainment caterers from news producers. Then we inflict ourselves with the logic: If the people are not interested in serious stuff, we cannot be, too, if we are to survive in the business. That, in sum, is where our so-called century-old, passionate history of the Indian free press is perched today.
Leaving aside for a while the debate on how new values and story selection criteria have changed over the years, the point to ponder, with reference to the BBC survey on media and democracy, is: The Indian media today is friendless. Has its friendship with India’s economically powerful and politically dominant class ended? It was this friendship, which shaped the media’s nationalistic role during the freedom struggle. The friendship influenced the media’s developmental role in the nation-building years. The friendship turned sour for a while as the media searched for an alternate friend among the impoverished during the Emergency years and the period of social activism. The friendship regained in the initial years of globalisation.
Today, when India is capitalist by choice and democratic by compulsion, the media’s friend no longer needs it. This friend, the politician-investor-industrialist-advertiser, has a corporatorised self with globalised morality. This entity caters to its clientele, the rich and the upper middle class directly through official policies or the market, without help from the media. This friendlessness currently shapes the media’s role as a peddler of infotainment. In western academic terms, this friendship is analysed with reference to Gramsciian thoughts on hegemony and Habermas’ definition of public sphere. In the West, the debate on free media and democracy is credited with keeping public service broadcasting alive enough to contrast with private media journalism. The Glasgow School of Thought in the UK or the generation of critics that Herman and Chomsky spawned, thanks to their ‘propaganda model’ to analyse media, have kept the debate alive not just within academic circles but in the public area as well. If they have not been able to instill a sense of self-correction in the media, they have not been completely ignored, either.
In India, the private media experiment, in broadcast journalism in particular, was at the expense of public service broadcasting. The boredom with Doordarshan was so extreme and the desire for the private world of news and entertainment so great that the democratic and/or civic aspect of the change was overlooked. It was, therefore, a no-holds-barred entry of the private media into the country. In retrospect, it was the entertaining effect of live, hard, news images that attracted the viewers to private news television, if their sudden, current, shift to entertaining news needs a sort of an explanation.
In the West, the transition from print to audio-visual journalism was an elaborate affair, just as organised as the latter’s growth and consolidation was. The media thus had sufficient time not only to experiment with news production and presentation, but also to implement corrective measures (forcibly or otherwise). In India, just as the overnight shift to capitalism caught the economy unawares, the shift from single-channel broadcasting to multi-channel, digitised and live broadcasting was too dramatic, leaving neither the viewer nor the producer with the time to introspect upon the change. A decade or so later, the Indian media is still trying to decide on what is news: the partially robed Mallika Sherawat or the forcibly disrobed Assamese tribal, Chameli?
The absence of a strong public service broadcaster in India and the use-and-throw attitude of the prosperous classes towards the media partly explain the dominant, private media’s lack of faith in social endeavours. As citizens and journalists, we Indians are still nowhere near where it is possible for the people to look up to the media for carrying on informed public discourse. Rather, the evidence is mounting that the private (commercial) media is least interested in engaging in civic discourse or to serve the public good. In this relationship, the citizen is faithless to the media. Is not the reverse equally true?

मनोरंजन जगत में रूका तूफान

कहीं दीप जले कहीं दिल। ये बात आज आपके सामने मौजूद सात हिंदी मनोरंजन चैनलों से समझी जा सकती है। सात कौन-कौन। स्टार प्लस, ज़ीटीवी, सोनी, सब, स्टार वन, सहारा वन और डीडी वन। कुछ ज्यादा ही ‘वन’ हो चले है। ये बात दीगर है कि जिसके नाम के साथ ‘वन’ जुड़ा है, वो अभी तक नम्बर ‘वन’ के पायदान से कोसों दूर है। पिछले कई सालों से कुछ चैनलों की बादशाहत से अब जाकर दर्शकों को कुछ निजात मिली है। क्या इसे नयापन भी कहा जा सकता है। शायद। बीते दिनों एक नए चैनल के एयर होने और अगले महीने एक के आने की खबर से बाजार में हलचल बढ़ी है। दरअसल स्टार प्लस की कई सालों की बादशाहत को चुनौती देने वाले भी इसी समूह से निकले दो लोग है। यानि नब्ज और समझ दोनों के स्तर से वाकिफ। 9 एक्स चैनल ने पहले दस्तक दी। 12 नवम्बर को ये चैनल नौ बजे से आने लगा। तीन बड़े कार्यक्रमों की फेहरिस्त के साथ। तीनों की कहानियों में किरदार मध्यम और उच्च वर्ग की आकांक्षाओं के चेहरे थे। यानि फार्मूला पुराना था। वैसे भी दर्शकों को जिस फंतासीपन की आदत लग गई हो, उसे ही परोसना सधा सौदा होगा। जिया जले, कहें न कहें, मेरे अपने जैसे सोप ओपेरा देखने की आदत अब हमारे संपन्न घरों को लग चुकी है। हां, चैनल का दावा बेहतर प्रोडक्शन वैल्यू देने का है। यानि ज्यादा लाइटिंग, ज्यादा कास्ट्यूम और ज्यादा मेकअप। गांव में रहकर शहर के सपने, शहर में रहकर संबंधों का षड़यंत्र और प्रेम की कई नायाब डेफेनिशन गढ़ना। हो सकता है प्रतिभाओं की तलाशनो की उनकी मुहिम ‘मिशन उस्ताद’ से दो चार लोग कुछ दिनों के लिए हर जुबान पर चढ़ जाए, लेकिन अंत सबको पता है। जीवन की सचाईयों के आगे सब फसाने कुछ पल के लिए ठहरते है। लेकिन सीरियल दर सीरियल एक अलग दुनिया गढ़ने की कारीगरी में लगे है।

टीवी मनोरंजन में डीडी के स्वाभिमान, जूनुन से जो प्रयोग किए गए वो आज क्योंकि सास भी...कहानी घर घर की.. से आगे आते हुए मेरी पचासवीं शादी में आइएगा जरूर तक जैसे कार्यक्रम प्रोमो तक आ चुकी है। खैर इस दौरान जिस फार्मेट ने टीवी मनोरंजन को सबसे ज्यादा फायदा पहुंचाया है, वो रहा रिएल्टी शोज का। यानि मधुर आवाज की खोज वाले कार्यक्रम। इनकी कड़ी लंबी है। सारेगामापा से लेकर स्चार वायस आफ इंडिया तक। इससे ही जुड़ा है सेलिब्रिटी को गाने और नचाने के प्रोग्राम। इसे हिट फार्मूला मानते हुए आज भी आने वाले चैनल इसे आजमा रहे है। तो देखते रहिए 9x का धमाल एक्सप्रेस और इंतजार करिए मिशन उस्ताद का।

जिस आने वाले चैनल का बाजार को इंतजार है, वो एनडीटीवी समूह का शुद्ध मनोरंजन चैनल होगा। एनडीटीवी इमेजिन। यानि कल्पना। कल्पना करिए कि क्या क्या परोसा जाएगा इस चैनल पर। दोस्ती, दरार, कामेडी, इमोशन और ड्रामा। तो नया क्या होगा। हर चैनल पर तो यही दिखता है। चैनल का मानना है कि वो हर कुछ परोसेगा। लेकिन अलग अंदाज में। अलग अंदाज। चलिए मान लेते है। ये तो तभी तय होगा जब इसे पसंद या खारिज किया जाएगा।

लेकिन ये सारे संकेत क्या कहते है। क्या भारतीय टीवी का मनोरंजन अपने सीमित दायरों में फैल कर बढ़ने का इंतजार करेगा। या एक समय पर एक जैसे कंटेंट के जरिए लोगों में एक तरह की भावनाए तरंगे पैदा करेगा। या इसे अपनी रचनात्मकता के लिए हमेशा विदेशी कांसेप्ट्स को देसी रंग में बेचना भाता रहेगा। या ये शहर और गांव के बीच एक नई दुनिया बसाकर भुलावा पैदा करना जारी रखेगा। ये सवाल इस टीवी के मनोरंजन के कर्ता धर्ताओं से है। यानि से सवाल आम समझ रखने वाले दर्शकों के है। हमारे जैसे आम दर्शक।
टीवी चैनलों के प्रसार से दर्शक और उत्पाद दोनों को भारी फायदा हुआ। दोनों ने अपने अपने तरीके से इसे लिया। बाजार ने हर घर और दिमाग में सीधी पहंच बनाई, तो दर्शक को अपने खाली समय में मनोरंजर की एक ठीक ठाक खुराक मिली। ये अलग बात है कि उसके सपनों की बुनियाद को केन्द्र में रखकर ही ज्यादातक कार्यक्रमों ने टीआरपी, टीवीआर बटोरी। लेकिन इस दौरान उसे एक हकीकत से दूर ऱखा गया। टीवी मनोरंजन के फसाने में फंसने के बाद वो अपनी जिंदगी के ताने बाने से कट सा गया। बिल्कुल सिनेमाहाल में बैठे दर्शक की तरह। बाहर बरसात हो या धमाका। वो गुम है पर्दे की बनाई दुनिया में। पर्दे का सुख उसका, दुख उसका।
टीवी मनोरंजन से जो उम्मीदें है, वो अभी मरी नहीं है। वो वास्तविकता के करीब तो है, पर वास्तविक नहीं। सो आने वाले वक्त में बोरियत भरे सीक्वेंस से बेहतर वो देखना होगा, जो सच है। अमीरी और गरीबी के बीच का सच। ये किसी तरह की समाजवादी मांग नहीं है। ये वक्त के दायरे में दिखाए जाने वाले धुंधले आइने में सच दिखाने की गुजारिश है। आज भी इस देश में डिस्कवरी और एनजीसी जैसे चैनलों की व्यूवरशिप करोड़ों में है। तो क्या खुद के बनाए समाज को जानने में क्या दर्शक की रूचि नहीं होगी।
खैर। सपनों की दुनिया में आने वाले वक्त में कई दावेदार एक साथ एक ही केक में हिस्सा बांटने के लिए चिल्ल पौं मचाएंगे। और इसे देखना दर्शक की खुशी और गम दोनों होगा। जाहिर है हर चैनल अपने लिए एक नया दर्शक वर्ग खड़ा करने में कोई न कोई नया कदम उठाएगा। और तय जानिए इसके ठीक बाद दूसरा चैनल उसी वर्ग को वैसे ही कंटेंट के साथ काटेगा।
बहरहाल देखते रहिए इस मनोरंजन को। और मनोरंजन जगत में रूके इस तूफान को भी। दरअसल टीवी दुनिया को भी एक ऐसे तूफान का इंतजार है जो उसके दर्शकों की संख्या को यकायक बढ़ा दे। और सीधी बात है इस तूफान से जुड़ा है बाजार और प्रचार।

A ticket to wait...
Internet changes the social communication of urban society. We may face a virtual identity on net, but geeks enjoy anonymity. In the meantime, the media, aviation, retail, tele communication, finance, investments are become your second land on Internet. You use Internet to deal anyone, buy and purchase,make your life easy and save time.
But all merits have demerits. So, the ticket booking facility of Internet has some dark circles.

Hi,
I am Kanwar Inder Singh Sandhu. I am working at Bangalore.
I have a complaint regarding the airlines and the websites which book the tickets for the domestic airlines
I have purchased a ticket from ezeego1.com on 23rd October, 2007 . Ticket was scheduled for Delhi to Bangalore on 12th November, 2007 at 7:10 a.m. in morning. PNR number and reference number was issued for the ticket by ezeego1.com. Ticket was with JetLIte airways. The amount has been deducted from my ICICI Gold Credit Card.
When I reached the airport at 4.30 a.m. on the day of departure I asked the JetLite officials at the airport counter to confirm that ticket is ok. That guy, only having a look at the e-ticket print out, confirmed the ticket and asked me to enter into the terminal via gate number 1. I (as ticket was confirmed by airline official), asked my parents to leave for Patiala, Punjab.
After my parents left, I entered the terminal to get the boarding pass. I got through my luggage scanning and get into the queue for getting the boarding pass. But to my utmost surprise the JetLite official at the boarding counter, declined the air ticket saying that there is no booking for the specified PNR and reference number. I again checked with the reservation officials of JetLite. At this time officials were changed and after checking into the system they refused the ticket and told that they can't do anything about this. And I was not allowed to board the plane.
I tried calling ezeego1 customer center numbers but no one was picking up the phone. And the situation is same till today. No one picks the phone even after 30 minutes of call. So, I with no option left I started looking for another flight but due to diwali season no flight was available for 12th November, 2007. So, after 5 hours fight with JetLite and ezeego1 I left the airport and went for hotel in Delhi.
Then I got the flight for Wednesday i.e. 14 th November, 2007. I have to stay at a hotel at Delhi, lost three working days and an important meeting at office, and new flight cost me a lot. The mental and physical harassment that I went through was immense.
After reaching Bangalore I mailed ezeego1 and JetLite asking for explanation for the same and refund of ticket charges. JetLite responded back with the same answer that there was no booking for your PNR that's why you were not allowed to board the plane. But the frauds, ezeego1, have not replied till today. I have mailed them three times but of no use.
There are some other guys and gals which are facing the same problem with the tickets booked from ezeego1. You can check them out at

Hi,
I am Kanwar Inder Singh Sandhu. I am working at Bangalore.
I have a complaint regarding the airlines and the websites which book the tickets for the domestic airlines
I have purchased a ticket from ezeego1.com on 23rd October, 2007 . Ticket was scheduled for Delhi to Bangalore on 12th November, 2007 at 7:10 a.m. in morning. PNR number and reference number was issued for the ticket by ezeego1.com. Ticket was with JetLIte airways. The amount has been deducted from my ICICI Gold Credit Card.
When I reached the airport at 4.30 a.m. on the day of departure I asked the JetLite officials at the airport counter to confirm that ticket is ok. That guy, only having a look at the e-ticket print out, confirmed the ticket and asked me to enter into the terminal via gate number 1. I (as ticket was confirmed by airline official), asked my parents to leave for Patiala, Punjab.
After my parents left, I entered the terminal to get the boarding pass. I got through my luggage scanning and get into the queue for getting the boarding pass. But to my utmost surprise the JetLite official at the boarding counter, declined the air ticket saying that there is no booking for the specified PNR and reference number. I again checked with the reservation officials of JetLite. At this time officials were changed and after checking into the system they refused the ticket and told that they can't do anything about this. And I was not allowed to board the plane.
I tried calling ezeego1 customer center numbers but no one was picking up the phone. And the situation is same till today. No one picks the phone even after 30 minutes of call. So, I with no option left I started looking for another flight but due to diwali season no flight was available for 12th November, 2007. So, after 5 hours fight with JetLite and ezeego1 I left the airport and went for hotel in Delhi.
Then I got the flight for Wednesday i.e. 14 th November, 2007. I have to stay at a hotel at Delhi, lost three working days and an important meeting at office, and new flight cost me a lot. The mental and physical harassment that I went through was immense.
After reaching Bangalore I mailed ezeego1 and JetLite asking for explanation for the same and refund of ticket charges. JetLite responded back with the same answer that there was no booking for your PNR that's why you were not allowed to board the plane. But the frauds, ezeego1, have not replied till today. I have mailed them three times but of no use.

छोटे शहरों में लोकल टीवी


इन तस्वीरों को देखने के बाद जो पहली राय बनती है, वो मायने रखती है। इन्हे कौन देखता होगा। जब आपके सामने आज तकीनीकी ने एक से एक बेहतरीन नजारों और प्रस्तुतियों वाले कार्यक्रम दे रखें है, तो हर मध्यम और बड़े शहर में दसियों की संख्या में चलने वाले इन लोकल चैनलों के ग्राहक कौन लोग हैं।
आज हर एक लाख से ऊपर की आबादी वाले नगर में कई लोकल चैनल चल रहे है। इनमे से ज्यादातर तो केबल कनेक्शन के संजाल का व्यापार करने वाले लोगों के है। ये धंधा भी इसी तरह पनपा है। लोकल टीवी का मतलब भी है कि पूरी तरह स्थानीय। मालिक से लेकर खबर तक। हम इस परिभाषा में अपवाद पा सकते है। सिटी चैनल या इन केबल जैसे चैनलों के तौर पर, जो बड़े शहरों में जीटीवी और हैथवे के लोकल चेहरे हैं।

खैर, बात को छोटे शहरों के लोकल प्रसारणों पर लाते है। तो क्या शहर के लोगों को सचमुच इन लोकल चैनलों पर दिखाए जाने वाले लोकल लेवल के प्रसारणों में रूचि है। अगर आप व्यापार की नजर से इसे देखेंगे तो ये कुछ लाखों का खेल है। प्रसराण के लिए केबुल वाले से सांठगांठ और दिखाने के लिए कुछ कैमरों और एडिटिंग मशीनों की पूंजी। और कमाई के लिए टीवी के हर कोने में कुछ हजार रूपयों में चलने वाला व्यापार।
दरअसल लोकल टीवी ने तकरीबन आज से पांच छह साल पहले अपनी पारी शुरू की। मानिए कि क्षेत्रीय चैनलों के शुरू होने के बाद से। आईडिया वहीं था, लेकिन दिखाना क्या था ये तय नहीं था। सो इस पारी की शुरूआत हुई दिन भर गानों की पेशकशों से। पहले बालीवुड, फिर क्षेत्रीय संगीत फिर पाइरेटेड नई फिल्में, कभी कभी कोई एडल्ट मूवी और फिर शाम को दूरदर्शन की तरह तय समय पर दिखाया जाना लगा समाचार।


समाचार का अपनी दायरा होता है। सो लोकल टीवी ने दायरा बनाया नगर और गांव को। सांसद, विधायक, उद्धाटन,अपराध, सांस्कृतिक कार्यक्रम, खेल आयोजन, और तमाम शहरी जानकारियां। इन खबरों में साफगोई के अलावा सबकुछ होता है। दृश्य टीवी पर चलते है। और राय बनाने से इनकी सरोकार कम होता है।
लोकल टीवी में जो आता जाता है, वो उस इलाके में तभी देखा जाता है, जब वहां की खबर या अपनी मौजूदगी उसमें दर्शक को दिखती है। समस्या उठाने से लोकल टीवी का नाता कम ही दिखता है। लोकमंचों में भी प्रस्तोताओं की लचर प्रस्तुतियों से मुद्दा कमजोर होता है। स्थानीय हितों के आगे सबकुछ कमजोर नजर आता है।
शायद तभी लोकल टीवी की छवि टीवी पर धुँधली नजर आती है। लेकिन इससे हमें ये संकेत भी मिलता है कि हर मोर्चे पर आपको दिखाने वालों की कमी नहीं है। लेकिन जिसे देखना है वो शायद अभी ध्यान नहीं दे रहा है।
आने वाले वक्त में बाजार और चेतना के बढ़ने पर इन लोकल चेहरों में कुछ पैनापन आएगा। इसकी वजह संचार माध्यमों से मिलने वाली धारदार सूचना और कम्पेरिजन होगा। उम्मीद है कि ये लोकतंत्र में आवाज को आगे लाने में मददगार होंगे।

What is the Broadcasting Bill?

While the need for a Broadcasting Bill has been talked about since
1997, it was only in 2006 that the UPA Government with Priya Ranjan
Dasmunsi as the Union Information & Broadcasting Minister brought out
the draft for the Broadcasting Services Regulation Bill. The Bill,
said the I&B Ministry, will regulate the broadcast services with
several private TV channels around now. The draft bill, which calls
for the setting up of a separate Broadcast Regulatory Authority of
India (BRAI), has covered four major areas in its ambit, which would
call for major corporate restructuring by media companies—foreign and
domestic—operating in India. These include content, cross media
ownership, subscriptions and live sports feeds. Anubhuti Vishnoi
explains
• What regulations govern TV services as of now?
Cable Television Networks Regulation Act, 1995 is the basic governing
system for all TV channels related issues. However, the Ministry has
been of the view for years now that the increase in the number of TV
channels requires a special set of laws in keeping with the times and
with provision for a regulatory mechanism.
• What is Content Code?
Along with the draft broadcasting Bill, the Ministry has also
formulated a content code to regulate the programme "quality" being
aired by broadcasters and to "protect the consumers interests",
national interests and right to privacy.
• Why is the broadcasting industry against the Bill and the Content Code?
The big issue is the Government's "intention" to control or regulate
programme content. The industry feels that the Government plans to
infringe on their rights as a free media through the two proposed
regulations and says that "draconian" laws will be applied, especially
against news channels, under the ambit of the Bill if it is allowed to
go through. A stringent Content Code and clauses like "national
interest" and right to privacy of a citizen may spell the death knell
for investigative journalism and sting operations for broadcasters.
The other problem with the Bill is that in an age when citizens are
bombarded with news/views through various media (newspapers, cable and
satellite TV, Internet, radio and mobile phones), it seeks to enforce
outdated concepts of the media and dominance as per broadcasters. The
draft Bill, they point out, says that no broadcasting service provider
can own more than 20 per cent of another broadcasting network service
provider. BRAI is also liable to government control, say broadcasters.
• Status of the proposed Bill and Content Code
While the I&B Ministry planned to take the Bill to Parliament this
monsoon session, vehement opposition from the broadcasters has forced
a re-think. So while the Ministry still maintains that it will
definitely get in a regulation, it is consulting stakeholders. The
ministry Content Code may make way for a "self-regulating content
code" being chalked out by the National Broadcasters' Association
(NBA). The draft bill on which various states are also being consulted
still has the ministry and the broadcasters on opposite ends.

न हंसिए न रोइए, केवल खुद को बचाईए
ब्राडकास्टिंग सर्विसेज रेग्युलेशन एक्ट 2007 के प्रारूप में नजर डालने पर आदर्श और व्यावहारिकता के बीच का फासला नजर आने लगता है। ये पत्रकारिता पढाने वाली संस्थाओं के निकले छात्र और काम करने वाले युवाओं के अनुभव से बेहतर समझा जा सकता है। चौथे पन्ने पर न्यूज एण्ड करेंट अफेयर्स चैनल की परिभाषा देख कर समझा जा सकता है कि खबर के जिस पहलू को हम आज समाचार चैनलों पर देखते है, वो न तो आदर्श में सही है न ही व्यावहारिकता में। मसलन परिभाषा में, एक चैनल को हालिया घटनाओं की रिपोर्ट, बहस, विचार, जनता के बड़े हिस्से की रूचि को दिखाने वाली खबरों, ऐसे व्यक्ति और संस्थाओं को, जो राजनैतिक, सामाजिक और आर्थिक तौर पर जुड़े हो, की खबरें दिखाता हो। ये उस कागज पर लिखा है, जो आने वाले दिनों में हर चैनल के चेहरे पर चिपका होगा।
तो क्या चैनल इसे अपनाने को तैयार है। नहीं। वे स्वयं पर खुद नियंत्रण वाले मूड में है। यानि सेल्फ रेग्युलेशन। नया शब्द नहीं है। पर चैनल चलाने वाले खर्चो के आगे किसी तरह की रेग्युलेशन नहीं पहचानते। वक्त बदला है। लाइव का तमाशा है। इमोशनल खबरों की पूछ है। लो सोसाइटी के विजुअल की इलक नहीं है। शहरों की खबरे है। अपराध की बाढ़ है। और है कुछ मिनट के विजुअल पर घण्टों खेलने का माद्दा।
जरा अपने बच्चे से पूछ कर देखिए क्या वो काण्डोम या एड्स के बीच के संबंध को जानता है। पर वो सेक्स और सेक्सी के अंतर को समझने लगा है। एक हालिया फिल्म में बच्ची नाम सेक्सी पुकारा जाता है।
शिक्षा के दूर जाते चैनल अब आसानी से मिल जाने वाली दोयम दर्जे की खबरों को दिखा दिखा कर समाज को समझा रहे है कि यहीं खबर है। इसे ही देखिए। यही है। पारिवारिक मूल्यों की नींव अब अपराध और नाजायज संबंधों ने हिला दी है। अब केवल समाज में बलात्कार ही नही होता। होता है खुलेआम आवासीय मुहल्लो से देह व्यापार, जिसे स्टिंग आपरेशन से दिखाया जाता है आपको।
रोकना था किसी न किसी को। नागरिक समाज की चेतना को कौड़ी के भाव मानने वाले समाचार चैनलों के स्वयंभू प्रवक्ता अब दिशाहीन नाव के सवार है। एक स्थापित प्रिंट जर्नलिज्म की चीखोपुकार को वे हताशा बताते है। नौकरी पाने की हताशा।
आने वाले दिनों में आप टीवी पर जो देखेंगे वो आपको आपकी आने वाली कई पीढ़ियों तक व्यवहार और आचार में देखना पड़ेगा। किसी दिन किसी तमाशे के किरदार आप होंगे और उस दिन आप न हंस सकेंगे न रो।

"The Race of English News In India"
Welcome to the World on Indian English News. English sounds elite. So the caterer of English channels caters elite advertisements with choosy news. In a country where no single language reins, English market has immense possibilities. So the news has four national channels. National Channels. You can say, but in true means, the constitution of content and presentation is sometime like a Hollywood movie dubbed in Bollywod.

English news market has ruled by Times Now. As the stats says. The other competitors are good enough, but are over burdened. The tag they shoulders is the problem, the very pacy runner CNN-IBN is lagging, the masterstroke player NDTV is little succumbing.

Why? Headlines Today is never considered a news player? Why Times Now Rules? These are the current Questions hounded the market and the planner of the second, third placed channels.
At a time when the serious journalism is a miracle type of expression, English channels cater a good some of serious news and variety, you can see all this on their websites. But this is the cliché. Why a viewer is get bored?
News is a serious business and the players are so serious about it. After launching Headlines Today , the channel CEO quote this - G Krishnan, CEO, TV Today Network, said, "Our news channel offers quality programming to its viewers, and would certainly be accepted by them. Any other channel that comes into existence will have to create a niche for itself. This is possible only if the channel understands the pulse of the target audience and plan accordingly."
And after passing four years in market, they are only on Television, not in viewers mind and choice.

What exactly this tells? Come to NDTV, the English niche channel. At a time it was market leader. And currently surviving for its image. They actually become Bata of the market, which hold good image and have loyal viewers. But can it works in a market. Especially in future.

CNN-IBN has started with, Whatever it takes, so they can give all they have! You see they have so many distinct programmes and left little space for live news!
Come to the real picture, why Times now is No.1. The tag they follow is NOW. And it works slowly. The colors they use are dark (Red& Blue). Which shows vibrancy and alarm ness, and at the end they are almost live in passion. They devout very much time in politics and have long discussion.
This is not all, they translate the Hindi formula. There slotting is according to Hindi News channels, like they have a women show at 2:30 pm. And after all people change their taste!
Surely the war of news is not going to cake pie revenue share. English viewer is little choosy always and not follow the dictum. And this is why they change their taste.
One more thing to add is The Times of India Effect. The paper has immense effect on India English Journalism. And the group is promoting the news channel from the launching day. People gradually attach them selves to this intention of the group.
NDTV and CNN-IBN has a chance to play the game indirectly. It includes a heavy outdoor Advertising, People Campaign and less focus on programming. Channels are for News and when you portray yourself an epic, don’t write slogans then.
The new funds of web journalism and Citizen journalism is not very close to viewers, so do your level best but show, the benefitable content.
CNN-IBN lagging is mostly due to the brand they attach with them is not very much reputed. After Iraq, CNN is supposed to embedded.
Here Times Now has a leap, Reuters. So they use as much as they can. Reuters has many Indian reporters, this converts into local attachment.
English news market is not saturated, like Hindi is. So the upcoming channels have a space to play. But if the runners didn’t play the game rightly, they loose in future.

हम लुट गए। ताज की मोहब्बत में। किसे दोष दे सकते है। बीते दिनों जिस तरह से आपने देश प्रेम और ताज प्रेम की भावना का सम्मान करते हुए करोड़ो वोट एसएसमएस और इंटरनेट के जरिए दिए उसी ने ताज को आज सात अजूबों में खड़ा किया है।
ताज को सात अजूबों में मानना उनकी मजबूरी और फायदा रहा जिन्होने ये पूरा जाल बुना था। जाल। जी हां। एक स्विस व्यापारी। उनका व्यापार। पूरी दुनिया। एसएमएस का पैसा। और सात अजूबे।
बर्नार्ड वेबर नाम के स्विस व्यवसायी ने न्यू ओपेन वर्ल्ड कारपोरेशन के जरिए जो तमाशा फैलाया उससे यूनेस्को तक को कोई सरोकार नहीं है। यूनेस्को ही विश्व धरोहरों की देख रेख के लिए वैश्विक उत्तरदायी मानी जाती है। बेवर ने अपने कारपोरेशन में यूनेस्को के एक पूर्व निदेशक को लिया, नाम फेडेरिको मेयर। और अपने धनकमाऊ प्रोजेक्ट को दी वैश्विक विश्वसनीयता। यानि एक निजी कंपनी ने ले लिया दुनिया को नए सात अजूबे देने का ठेका।
अब बात भारत में ठगे जाने की एक बानगी। आईएमसीएल नाम की एक कंपनी के पास थे वो राइट्स, जो कि आपके द्वारा किए जाने वाले हर एसएमएस पर कमा रहे थे। और इस कमाई का हिस्सा जा रह था, सरकार को, टेलीफोन(एयरटेल, हच, आईडिया, बीएसएनएल) सेवा प्रदान करने वाली कंपनियो को और वेबर को।
सबसे बड़ी बात जो गौर करने लायक थी कि एक व्यक्ति जितनी बार चाहे उतनी बार एसएमएस करके वोट कर सकता था। यानि आपके हर बार के राष्ट्रप्रेम की कीमत आप चुका रहे थे।
मिस्त्र में इसे लेकर काफी हो हल्ला मचा। सो इस समझदार व्यवसायी ने मिस्त्र के पिरामिडो को दे दी "हानररी न्यू सेवन वंडर्स कैंडिडेट" की उपाधि। मिस्त्र वालों को इस बात का डर था कि वे कही इस दौड़ में लिस्ट से गायब न हो जाए।
हर देश के लोगों ने अपनी पहचान को बरकरार रखने के लिए दस करो़ड़ के करीब वोट डाले। यानि अगर एक अनुमान भी लगाएं, तो तीस करोड़ रूपयों में से सबने अपना अपना हिस्सा खाया।
तो किसको दोष दें। जाहिर है मीडिया को। रातों दिन पेपरों, रेडियों और अखबारों ने चीख चीख कर ये कहा कि बस दो दिन, छह धण्टे बचे है। ताज को सरताज बनाने में। सारे देश को भी बिना किसी मेहनत के वोट करना था। सो तीन रूपए देने में किसी ने हर्ज नहीं जताया। लेकिन हमारे हित की बांचने वाले पत्रकार कहां थे। क्या ये कर्तव्य नहीं बनता था कि अखबार, टीवी और रेडियो वाले ये जांचे कि जिस विरासत को हमने बिना किसी वोट के सात अजूबों में माना था, उसके लिए बिना किसी प्रामाणिक संस्था के वोट की ये कारस्तानी को उजागर करे।
सारी पत्रकारिता किसी खुलासे के ईर्द गिर्द करने वाले टीवी चैनल और आम आदमी की खबरों को परोसने वाले अखबार क्यो सोते रह गए। अब क्या बचा है। खुश होना चाहिए कि नासमझ जनता ने अपनी देश भावना से लाज बचाई। वरना अगर ताज न चुना जाता तो क्या होता।
जाहिर है बाजार और नई तकनीकी के साथ किसी भी साजिश को बड़ी ही खूबसूरती से लूटने का औजार बनाया जा सकता है। मुझे ये विदेशी डायरेक्ट मार्केंटिंग के जमाने से चुभ रहा है। और आज इसकी चुभन और बढ़ गई है।

आपकी बीमारी, मेरी खबर है
देश की तबीतय कैसी है। इस सवाल के सीधे अर्थ राजनीतिक लिए जाते है। और अगर इसे हर भारतीय की तबीयत से जोड़ा जाए तो मायने अनोखे ही होते है। लेकिन व्यक्तिगत बोलचाल में तबीयत तो ठीक है न, का पूछा जाना जो बताता है, वो ही हमारा मतलब है। देश में हर मर्ज का इलाज है, लेकिन बीमार बढ़ते जा रहे है। किसी के पचास लाख है तो किसी के आठ लाख। एचआईवी से लेकर कैंसर ने मानो अब भारत का रूख किया है। लेकिन ऐसा नहीं है। दरअसल जिस गति से टीवी, रेडियो जैसे सरल जनसंचार माध्यमों ने प्रसार पाया है। उसी गति से इनसे सूचना को फैलाना भी सरल हो चला है। लेकिन यहीं सवाल खड़ा हो रहा है। इस सूचना जागरूकता के अभियान से किसका हित है। बीमार का या सरकार का। एनजीओ का या विदेशी दवाई कंपनियो का। सवाल सीधा है, लेकिन जवाब टेढ़ा। पिछले चार पांच सालों में यकायक आपको लगा कि एचआईवी और एड्स आपके नजदीक खड़ी है। और अनजाने या गलती में एक कदम के बाद आप भी किसी प्रचार का हिस्सा बन जाएंगे। यकायक लगी कि कैंसर की भारतीय प्रजातियां बढ़ गई है। यकायक बर्ड फ्लू ने लाखों मुर्गियों को आहार बना लिया। और एक ओर मलेरिया, हेपेटाइटिस और डायरिया शांत शिकार बनाते रहे। ये मौजूद थे, और आंकड़ो में ज्यादा जिंदगिया लील रहे थे, लेकिन जागरूकता अभियानों में केवल वे बीमारियां शामिल है, जो विदेशी ज्यादा है।

किसी बीमारी को आप तक पहुंचने और उसे शांति से आपकी जान लेने के बाद भी टीवी या सरकार नहीं चौंकती। जब पीड़ितों की संख्या इतनी हो जाए कि खबर बन सके तो आप पाते है कि हर दिन आंकड़ो में आप गिने जा रहे है। तीन दर्जन मरीज आज भर्ती हुए। ये तर्ज भेड़, बकरियों और मुर्गियों को गिनने जैसा है। अट्ठावन जानों का जाना और छह दर्जन बीमार में फर्क है। और टीवी इसे समझने से दूर होता जा रहा है।
बहरहाल बीमारी कोई भी हो, इलाज कैसा भी हो, जब तक हम और आप जानकारी नहीं रखेंगे, तब तक इलाज और मरीज का फासला बड़ा ही रहेगा। सूचना देने वाले की बांट जोहने से अच्छा है कि आप खुद एक कदम बढ़ाएं और सूचना तक पहुंच जाएं। अस्पताल जाना केवल बीमार के लिए नहीं, जानकारी के लिए भी शुरू कर दें। क्योंकि आपकी बीमारी किसी की खबर बनें, इससे ज्यादा पीड़ादायक कुछ नहीं होता।

तुम भी नंगे, हम भी..

स्टिल कैमरों के फ्लैश। वीडियो कैमरों के जूम और पैन। कतार में बैठे लोगों की आती जाती निगाहें। माडलों की एकटक देखती जिंदा आंखें। और कम और क्रियात्मक कपड़ों में लोग बाग। स्वागत है आपका विल्स लाइफस्टाइल फैशन वीक में। टीवी के लिए बहार जैसा आयोजन। कुछ नहीं करना। सीधी सादी फुटेज और झमाझम मसाला। जम के चलाओ। चौवालीस रैम्प शो हुए। और हर चैनल को पूरे एक दिन के बराबर, यानि लगभग चौबीस घण्टे का फुटेज चलाने को मिल ही गया। फैशन को समझना मुश्किल है। पहले ये फिल्म वाले तय करते थे, कि फैशन क्या हो। अब टीवी वाले। रैम्प पर सधी चाल से चलते माडलों के साथ कैमरा भी सधापन दिखाता है। लोग टीवी पर इसे देखकर एक नई दुनिया से साबके का अहसास पाते हैं। ये नई दुनिया है जिसे टीवी ने बिना जाने समझे परोसा है। क्यों डिजाइनर की बनाई बनावटें अजीबोगरीब होती है। ज्यादातक दर्शक यही सोचता है। ये कुछ कुछ तेज संगीत और लकदक लाइटों के बीच रंगरोगन की नुमाइश से ज्यादा कुछ नहीं लगता। फैशन परेड का टीवी पर दिखना निरर्थक ही है। टीवी देखने वाले बड़ा समुदाय अभी भी ब्रांडेड और फैशन मेलों से दूर सास-बहु सीरियलों में खुद को तलाश रहा है। मायावी घरो में मायावी औरत-मर्द खुद को एक विशेष दुनिया में, आपके करीब होने का नाटक करते है। और आप बंधे रहते है। वैसे ही फैशन वालों का हाल। वे बनाते है, उनके लिए, जो विदेशी बाजारों में बड़ी श्रंख्ला के दुकानदार होते है, जिन्हे बायर कहते है। या उनके लिए, जो राजहमहलों में शादी रचाते है। वैसे टीवी ने लोकतांत्रिक होने में कोई कोर कसर नहीं छोड़ी है। नग्नता और दिखावे के बीच मध्यमार्गी होकर चलने वाले टीवी की पहचान इसी वजह से शायद मध्यम ही बनी हुई है। खैर जिन चार रैम्प प्रदर्शनो में मेरी भी नजरें डोल रही थी, उनमें से दो लुभावने थे। एक राघवेन्द्र राठौड़ का, और दूसरा मीरा और मुजफ्फर अली का। भारत को टीवी अब भी उन्ही नजरो से देख रहा है, जिनसे बायर देशी कपड़ों को। लुभावना और बेचने लायक। टीवी को मुबारक ये रंगीनी। और फैशन को मुबारक हो टीवी।
